A regular person turns into a villain too easily. Before anything, Norman Osborn had the glider, special suit, advanced weaponry and potion. Anyone could’ve been The Green Goblin with that!
The potion didn’t even seem necessary…the devesation over losing the military contract could’ve pushed him to don the suit and seek revenge as The Green Goblin. Or the potion could’ve worked fine and Osborn would’ve done the same.
And it just doesn’t work needing two stages or things to turn someone into a villain (the paraphernalia and the potion). Similar problem in Spidey 2 and Hulk.
